[Spacecadets] Subscriber List & a quick note to Area Captains

First, the quick note:

TL;DR: The Area Captains are now members of the Space Cadets Committee &
this associated mailing list because the Board of Directors decreed it.

Longer version:  In April, the Board of Directors responded to the first
proposal from the SpaceCadets task force.  Chiefly, that proposal was a "we
want to live" request, that the SpaceCadets task force be made into the
SpaceCadets Committee, a permanent group that would deal with space issues
at Quelab.  The Board approved that.

An additional part of the Board's response was changing the roster of the
SpaceCadets. Any Area Captain would be an automatic member of the
SpaceCadets. That is why some of you suddenly find yourself subscribed to
this list; it has become part of your duties as a Quelab Officer.
Additionally, there would be three members chosen the Quelab
members-at-large to be part of the voting members of the SpaceCadets.
