[Spacecadets] Spacecadets "mission"

Lissa's recollection matches my own: this second iteration of the
SpaceCadets were to "look at space options to include but not limited to
moving to other sites". Nothing beyond that was mentioned.

However, I am bothered by her next statement: "Since then it has also
evolved into the committee where all space related questions are
directed."  How does that happen?  "Evolve"?  I think the Board (& others,
too) have just passed stuff off to this new group, even though it's outside
of the stated intent & powers given that group by the board.

Per past behavior of the BoD, a group like this can't just 'evolve' into
new responsibilities, the Board would have to assign them.

And I don't like people bringing up the first iteration of the SpaceCadets;
this new group shares nothing beyond the name.  The Board or Walter or
whoever it was quietly dissolved that group and deleted all the files that
were in the SpaceCadets share, so I am not comfortable with people trying
to draw continuity between the two groups.  There is none.
