[Spacecadets] Space Cadets / Board Approval

Fellow board members --

One issue came up during the Space Cadets meeting on Sunday, and that  
is the current "policy" that came from the Board in written form  
following some of the back and forth regarding rental space in the  
Annex.

To wit, the written requirements from the Board as sent to Space  
Cadets says that Space Cadets decisions are to be approved by the  
Board. It's a very broad mandate, and there was some question as to  
whether this is truly the Board's intent, and if it is, that the Board  
will need to be very timely in consensing electronically so that Space  
Cadets can be somewhat nimble.

If this is not, the Board's intent, then we need to provide some  
clarity to Space Cadets.
