[Spacecadets] SPACECADETS - Space Allocation Plan proposal

I basically like this proposal except for:

- want this more formal -- I think every member should just "get"  
space there. If we have a captain who monitors, I don't think there  
will be problems.

- I don't want fees for this, ever. That will "tier" us with two  
classes of members.
