That means, of course, don't throw stuff in the trash without approval.

That's why I wrote the following:

IOW, members can use stuff for Quelab-owned projects. The only thing
that should require approval is claiming stuff for personal projects (or
throwing stuff in the trash). Using stuff for Quelab-owned projects
isn't a problem since the stuff stays here and remains owned by Quelab.
We can later decide to dismantle those projects, or sell them, or throw
them in the trash, but it isn't a problem to move things from the
donations pile to somewhere else any more than it's a problem to move
anything else in Quelab for general organization, since it remains
Quelab property and it remains here.

Why? I'm not talking about using X item for a personal project. I'm
talking about using it for a Quelab project; I don't see why stuff from
the donations pile would require approval any more than anything else at
Quelab would require approval. Using something from the donations pile
(or from anywhere else in Quelab, except the Hyperspace wall and the
wood scrap pile) for a personal project of course requires approval, but
that's a separate issue.
The donations pile is simply stuff that recently became property of
Quelab and has sat unused. I don't see why there should be different
usage rules for stuff acquired recently vs. stuff acquired years ago,
with the only exception being that things for which the donor has
requested a receipt need to be inventoried first.
