[Spacecadets] notes for the 26 March 2017 meeting

This past Tuesday, I did as I try to do for most meetings, and made up
an agenda for the Space Cadets meeting.  I've only been sending links
to the heads of the meeting (Charel, Celeste, Bandit).  Not sure why
he didn't put the items into there, but everyone should read these
notes before the meeting to be familiar with what the issues are &
discussion will be.  And if we don't get to something, we can table it
for next month, or do as the Board does and take discussion to email.
