[Spacecadets] Resubmission of Annex Rental Proposal.

I know morgan, was advocating for using it for setup and tweaking of the
cnc's,  probably not a perminant use, but if it helped nudge along our
entryin to having cncs working id advocate for it,  would be good to know
how sound proof it is,  and if the deskers, would mind.
