[MachineShop] Machine Shop Update

Lars has been certified on the mill.

Currently I have three people, as of now, that need to be certified on the
lathe.

The machine shop vaccum has been rendered unusable.

I am replacing cabinets in the shop, all the tooling will go in to them. I
will label them.
